Our History

Innovative Cost Management Services, Inc.(ICMS) was founded in 1986 to provide professional, custom tailored consulting and brokerage services to Employee Benefit Sponsors including Single-Employers, Multi–Employers and Individuals.

Today, ICMS continues to be a full service employee benefits consulting and brokerage firm and our growth is attributed to the services offered and extensive use of senior executives and technical associates with broad, relevant consulting experience.

ICMS President Mike Finnerty’s philosophy is to help our client’s accelerate the goals of their business by solving problems, adapting to changing HR conditions and ensuring they compete at every level.

In addition to employee benefits sponsors, ICMS also provides consulting services to PPO, HMO and Utilization Review Organizations, Medical Groups, Third Party Administrators and Insurance Companies.

ICMS is a California Corporation located in San Diego, San Jose, and Chico with additional offices in Omaha, Nebraska and Austin, Texas.
